Multinacionalna naftna kompanija Shell je najvećim kanadskim kompanijama, koja se bave proizvodnjom kontroverzom naftnog pijeska, prodao milijune lažnih ugljičnih kredita, pokazuju dokumenti koje je vidio Financial Times. Procjenjuje se da je tako taj naftni div, putem svojih postrojenja za hvatanje ugljika, spornim ugovorom s vlastima sebi donio preko 135 milijuna eura.

Valja znati kako su ugljični krediti ovjereni dokumenti koji pokazuju da je projekt ili tvrtka izbjegla emisiju, ili uklonila barem tonu CO₂ iz atmosfere. Ugljične kredite oni tada mogu prodati brokerima ili krajnjim potrošačima koji žele nadoknaditi svoje emisije ugljika. Krediti su obično ekvivalentni jednoj toni, prenosi Jutarnji list.

Kada se neko prijavi u tu shemu, mora napraviti projekt koji ima cilj smanjiti emisiju stakleničkih plinova, zatim pozvati odgovornog za verifikaciju kredita i proračuna smanjenja emisije. Tada se može dobiti kredit koji se zatim može prodati dalje. Kompanija koja je kupila kredit na papiru smanjuje svoju emisiju stakleničkih plinova za onoliko koliko je navedeno u kreditu koji je kupila.

oštra kritika ‘fantomskih kredita‘

No takva praksa nalazi na brojne kritike i otkriva se sve više neregularnosti.

Ovoga puta u sklopu sheme subvencija za poticanje industrije, vlada kanadske provincije Alberte dopustila je Shellu registraciju i prodaju 5,7 milijuna ugljičnih kredita koji nisu imali ekvivalentna smanjenja CO₂, i to korporacijama Chevron, Canadian Natural Resources, ConocoPhillips, Imperial Oil i Suncor En. Kredit je obično jednak jednoj toni, no ugovorom iz 2008., nakon uspješnog lobiranja, Shellu je dozvoljeno da prodaje dva kredita za jednu tonu emisija koju su eliminirali.

Keith Stewart, viši energetski strateg Greenpeace Kanade, a koji su je sudjelovao pri prikupljanju podataka, oštro je kritizirao te "fantomske kredite" koji, kako smatra, samo ubrzavaju klimatske promjene. Greenpeace je cijeli proces opisao kao kriminalan.

Iz Shella su tek poručili kako je hvatanje ugljika odigralo "važnu ulogu u pomaganju dekarbonizaciji industrije i sektora u kojima se emisije ne mogu izbjeći", te da konačna realizacija njegovog potencijala "zahtijeva hitno stvaranje tržišnih poticaja".

Problematična ideja i provedba

Inače, kanadska provincija Alberta dom je danas jednog od najvećih i najintenzivnijih nalazišta nafte na svijetu, čija proizvodnja je posljednjih godina procvjetala, a što istovremeno usporava plan Kanade da smanji štetne emisije. Premda je Kanada među najizdašnijim državama kada je riječ o poticaju za hvatanje i skladištenje ugljika, industrija muči muku da plan oko ugljičnih kredita postane ekonomski isplativ.

U Shellu dotle razmišljaju o ulaganju u izgradnju drugog postrojenja za hvatanje ugljika u Alberti, a Međunarodna agencija za energiju istovremeno upozorava da će biti potrebna "nezamisliva" količina hvatanja i skladištenja ugljika kako bi se proizvodnja nafte i plina održala na postojećim stopama ako se namjerava smanjiti emisije stakleničkih plinova.

Ovo nikako nije prvi put da se događaju malverzacije oko ugljičnih kredita. Primjerice, američka tvrtka Verra, jednom vodeća u izdavanju karbonskih kredita, odobrila je ukupne karbonske kredite u vrijednosti 94,5 milijuna tona, dok je utvrđeno kako je vrijednost uklonjenih emisija iznosila 5,5 tona.

Multinacionalna naftna kompanija Shell je najvećim kanadskim kompanijama, koja se bave proizvodnjom kontroverzom naftnog pijeska, prodao milijune lažnih ugljičnih kredita, pokazuju dokumenti koje je vidio Financial Times. Procjenjuje se da je tako taj naftni div, putem svojih postrojenja za hvatanje ugljika, spornim ugovorom s vlastima sebi donio preko 135 milijuna eura.

Valja znati kako su ugljični krediti ovjereni dokumenti koji pokazuju da je projekt ili tvrtka izbjegla emisiju, ili uklonila barem tonu CO₂ iz atmosfere. Ugljične kredite oni tada mogu prodati brokerima ili krajnjim potrošačima koji žele nadoknaditi svoje emisije ugljika. Krediti su obično ekvivalentni jednoj toni, prenosi Jutarnji list.

Kada se neko prijavi u tu shemu, mora napraviti projekt koji ima cilj smanjiti emisiju stakleničkih plinova, zatim pozvati odgovornog za verifikaciju kredita i proračuna smanjenja emisije. Tada se može dobiti kredit koji se zatim može prodati dalje. Kompanija koja je kupila kredit na papiru smanjuje svoju emisiju stakleničkih plinova za onoliko koliko je navedeno u kreditu koji je kupila.

oštra kritika ‘fantomskih kredita‘

No takva praksa nalazi na brojne kritike i otkriva se sve više neregularnosti.

Ovoga puta u sklopu sheme subvencija za poticanje industrije, vlada kanadske provincije Alberte dopustila je Shellu registraciju i prodaju 5,7 milijuna ugljičnih kredita koji nisu imali ekvivalentna smanjenja CO₂, i to korporacijama Chevron, Canadian Natural Resources, ConocoPhillips, Imperial Oil i Suncor En. Kredit je obično jednak jednoj toni, no ugovorom iz 2008., nakon uspješnog lobiranja, Shellu je dozvoljeno da prodaje dva kredita za jednu tonu emisija koju su eliminirali.

Keith Stewart, viši energetski strateg Greenpeace Kanade, a koji su je sudjelovao pri prikupljanju podataka, oštro je kritizirao te "fantomske kredite" koji, kako smatra, samo ubrzavaju klimatske promjene. Greenpeace je cijeli proces opisao kao kriminalan.

Iz Shella su tek poručili kako je hvatanje ugljika odigralo "važnu ulogu u pomaganju dekarbonizaciji industrije i sektora u kojima se emisije ne mogu izbjeći", te da konačna realizacija njegovog potencijala "zahtijeva hitno stvaranje tržišnih poticaja".

Problematična ideja i provedba

Inače, kanadska provincija Alberta dom je danas jednog od najvećih i najintenzivnijih nalazišta nafte na svijetu, čija proizvodnja je posljednjih godina procvjetala, a što istovremeno usporava plan Kanade da smanji štetne emisije. Premda je Kanada među najizdašnijim državama kada je riječ o poticaju za hvatanje i skladištenje ugljika, industrija muči muku da plan oko ugljičnih kredita postane ekonomski isplativ.

U Shellu dotle razmišljaju o ulaganju u izgradnju drugog postrojenja za hvatanje ugljika u Alberti, a Međunarodna agencija za energiju istovremeno upozorava da će biti potrebna "nezamisliva" količina hvatanja i skladištenja ugljika kako bi se proizvodnja nafte i plina održala na postojećim stopama ako se namjerava smanjiti emisije stakleničkih plinova.

Ovo nikako nije prvi put da se događaju malverzacije oko ugljičnih kredita. Primjerice, američka tvrtka Verra, jednom vodeća u izdavanju karbonskih kredita, odobrila je ukupne karbonske kredite u vrijednosti 94,5 milijuna tona, dok je utvrđeno kako je vrijednost uklonjenih emisija iznosila 5,5 tona.
