Sve jedinice lokalne i regionalne uprave i samouprave u državi, zbog posljedica uzrokovanih pandemijom koronavirusa, bilježe smanjenje izvornih prihoda, pa tako i Općina Tisno.

Rebalans proračuna, doznajemo od načelnika općine Ivana Klarina, pred vijećnicima će se naći sredinom prosinca, a za koliko će planirani proračun za 2020. godinu biti umanjen, u ovom trenutku ne može točno znati.

– Izvorni prihodi našeg proračuna za 2020. bili su planirani u iznosu od 25 milijuna kuna, a na kraju rujna smo bili u gubitku za pet milijuna kuna. Do kraja godine taj minus će, prema našoj procjeni, najvjerojatnije narasti na oko 6,5 milijuna kuna. Na sreću, imali smo proračunske zalihe iz prethodnih godina koje smo koristili za funkcioniranje sustava. Što je najvažnije, za vrijeme "lockdowna" radile su sve ustanove i poduzeća u vlasništvu Općine. Bili smo likvidni, svi su zaposlenici redovno primali plaće, koje nismo smanjivali ni o tomu razmišljamo, i nije bilo otkaza.

Željeli smo da ovu korona-krizu naši ljudi u ekonomskom i materijalnom smislu ne osjete, kao i naša djeca u vrtićima, korisnici našeg Doma za starije i nemoćne, naše sportske i kulturne ustanove i klubovi te svi ostali koji se financiraju ili sufinanciraju iz proračuna. Naravno, bili smo tada prisiljeni napraviti velike rezove u proračunu i na prihodovnoj i rashodovnoj strani. Sve investicije koje smo planirali realizirati, ne samo u ovoj nego i sljedećoj godini, a nismo ih započeli, automatski su zaustavljene – kaže Klarin.

Osigurana sredstva       

Dodaje da kod rebalansa proračuna neće biti smanjenja sredstava planiranih za socijalne programe koje Općina sufinancira ili financira.

A socijalnim programom obuhvaćeni su, među ostalim, predškolsko, osnovnoškolsko, srednje i visoko obrazovanje. S obzirom na to da su u proračunu osigurana sredstva za jednokratne novčane pomoći za svako novorođeno dijete, slobodno se može reći da kroz razne oblike pomoći Općina djecu "prati" od rođenja do studentskih dana. U ovoj je godini iz proračuna ukupno isplaćeno 127.000 kuna na ime jednokratne pomoći za novorođenčad i sklopljene brakove.

Nadalje, Općina sufinancira boravak djece u vrtiću, tako da roditelji ne plaćaju punu, ekonomsku cijenu vrtića, a vodeći brigu o demografskoj obnovi, otišli su i korak dalje. Prije tri godine donesena je odluka da se roditelje čijih dvoje i više djece istodobno pohađa vrtić u cijelosti oslobađa plaćanja vrtića. To pravo ove, 2020./2021. pedagoške godine koristi 21 obitelj. Roditeljima ili skrbnicima čija djeca pohađaju osnovnu školu i imaju prebivalište na području općine, a koji su podnijeli zahtjev i priložili račun o kupljenom osnovnom radnom materijalu odobrenom od Ministarstva znanosti za školsku 2020./2021. godinu, na žiroračun je uplaćen iznos, ovisno o cijeni radnog materijala za pojedini razred. Primjerice, za prvi razred to je iznosilo 330, a za osmi 700 kuna. Za tu namjenu ukupno je iz općinske blagajne isplaćeno 120.000 kuna.

Svake godine, pa tako i ove, u proračunu su osigurana sredstva za subvencioniranje prijevoza srednjoškolaca s područja općine u iznosu od 25 posto cijene mjesečne autobusne karte, dok se preostalih 75 posto, kao i u svim krajevima Hrvatske, sufinancira iz državnog proračuna. U školskoj i akademskoj 2019./2020. godini Općina je ukupno stipendirala 38 redovnih studenata i srednjoškolaca, za što je iz proračuna izdvojeno 254.000 kuna.

Riječ je o većem broju studentskih stipendija te nekoliko srednjoškolskih, i to za učenike koji se školuju za zanimanja koja su na tržištu rada deficitarna.

Sve jedinice lokalne i regionalne uprave i samouprave u državi, zbog posljedica uzrokovanih pandemijom koronavirusa, bilježe smanjenje izvornih prihoda, pa tako i Općina Tisno.

Rebalans proračuna, doznajemo od načelnika općine Ivana Klarina, pred vijećnicima će se naći sredinom prosinca, a za koliko će planirani proračun za 2020. godinu biti umanjen, u ovom trenutku ne može točno znati.

– Izvorni prihodi našeg proračuna za 2020. bili su planirani u iznosu od 25 milijuna kuna, a na kraju rujna smo bili u gubitku za pet milijuna kuna. Do kraja godine taj minus će, prema našoj procjeni, najvjerojatnije narasti na oko 6,5 milijuna kuna. Na sreću, imali smo proračunske zalihe iz prethodnih godina koje smo koristili za funkcioniranje sustava. Što je najvažnije, za vrijeme "lockdowna" radile su sve ustanove i poduzeća u vlasništvu Općine. Bili smo likvidni, svi su zaposlenici redovno primali plaće, koje nismo smanjivali ni o tomu razmišljamo, i nije bilo otkaza.

Željeli smo da ovu korona-krizu naši ljudi u ekonomskom i materijalnom smislu ne osjete, kao i naša djeca u vrtićima, korisnici našeg Doma za starije i nemoćne, naše sportske i kulturne ustanove i klubovi te svi ostali koji se financiraju ili sufinanciraju iz proračuna. Naravno, bili smo tada prisiljeni napraviti velike rezove u proračunu i na prihodovnoj i rashodovnoj strani. Sve investicije koje smo planirali realizirati, ne samo u ovoj nego i sljedećoj godini, a nismo ih započeli, automatski su zaustavljene – kaže Klarin.

Osigurana sredstva       

Dodaje da kod rebalansa proračuna neće biti smanjenja sredstava planiranih za socijalne programe koje Općina sufinancira ili financira.

A socijalnim programom obuhvaćeni su, među ostalim, predškolsko, osnovnoškolsko, srednje i visoko obrazovanje. S obzirom na to da su u proračunu osigurana sredstva za jednokratne novčane pomoći za svako novorođeno dijete, slobodno se može reći da kroz razne oblike pomoći Općina djecu "prati" od rođenja do studentskih dana. U ovoj je godini iz proračuna ukupno isplaćeno 127.000 kuna na ime jednokratne pomoći za novorođenčad i sklopljene brakove.

Nadalje, Općina sufinancira boravak djece u vrtiću, tako da roditelji ne plaćaju punu, ekonomsku cijenu vrtića, a vodeći brigu o demografskoj obnovi, otišli su i korak dalje. Prije tri godine donesena je odluka da se roditelje čijih dvoje i više djece istodobno pohađa vrtić u cijelosti oslobađa plaćanja vrtića. To pravo ove, 2020./2021. pedagoške godine koristi 21 obitelj. Roditeljima ili skrbnicima čija djeca pohađaju osnovnu školu i imaju prebivalište na području općine, a koji su podnijeli zahtjev i priložili račun o kupljenom osnovnom radnom materijalu odobrenom od Ministarstva znanosti za školsku 2020./2021. godinu, na žiroračun je uplaćen iznos, ovisno o cijeni radnog materijala za pojedini razred. Primjerice, za prvi razred to je iznosilo 330, a za osmi 700 kuna. Za tu namjenu ukupno je iz općinske blagajne isplaćeno 120.000 kuna.

Svake godine, pa tako i ove, u proračunu su osigurana sredstva za subvencioniranje prijevoza srednjoškolaca s područja općine u iznosu od 25 posto cijene mjesečne autobusne karte, dok se preostalih 75 posto, kao i u svim krajevima Hrvatske, sufinancira iz državnog proračuna. U školskoj i akademskoj 2019./2020. godini Općina je ukupno stipendirala 38 redovnih studenata i srednjoškolaca, za što je iz proračuna izdvojeno 254.000 kuna.

Riječ je o većem broju studentskih stipendija te nekoliko srednjoškolskih, i to za učenike koji se školuju za zanimanja koja su na tržištu rada deficitarna.

Minus u blagajni bit će oko 6,5 milijuna kuna: ‘Rupa‘ je u proračunu, ali socijalni program ostaje

Sve jedinice lokalne i regionalne uprave i samouprave u državi, zbog posljedica uzrokovanih pandemijom koronavirusa, bilježe smanjenje izvornih prihoda, pa tako i Općina Tisno.

Rebalans proračuna, doznajemo od načelnika općine Ivana Klarina, pred vijećnicima će se naći sredinom prosinca, a za koliko će planirani proračun za 2020. godinu biti umanjen, u ovom trenutku ne može točno znati.

– Izvorni prihodi našeg proračuna za 2020. bili su planirani u iznosu od 25 milijuna kuna, a na kraju rujna smo bili u gubitku za pet milijuna kuna. Do kraja godine taj minus će, prema našoj procjeni, najvjerojatnije narasti na oko 6,5 milijuna kuna. Na sreću, imali smo proračunske zalihe iz prethodnih godina koje smo koristili za funkcioniranje sustava. Što je najvažnije, za vrijeme "lockdowna" radile su sve ustanove i poduzeća u vlasništvu Općine. Bili smo likvidni, svi su zaposlenici redovno primali plaće, koje nismo smanjivali ni o tomu razmišljamo, i nije bilo otkaza.

Željeli smo da ovu korona-krizu naši ljudi u ekonomskom i materijalnom smislu ne osjete, kao i naša djeca u vrtićima, korisnici našeg Doma za starije i nemoćne, naše sportske i kulturne ustanove i klubovi te svi ostali koji se financiraju ili sufinanciraju iz proračuna. Naravno, bili smo tada prisiljeni napraviti velike rezove u proračunu i na prihodovnoj i rashodovnoj strani. Sve investicije koje smo planirali realizirati, ne samo u ovoj nego i sljedećoj godini, a nismo ih započeli, automatski su zaustavljene – kaže Klarin.

Osigurana sredstva       

Dodaje da kod rebalansa proračuna neće biti smanjenja sredstava planiranih za socijalne programe koje Općina sufinancira ili financira.

A socijalnim programom obuhvaćeni su, među ostalim, predškolsko, osnovnoškolsko, srednje i visoko obrazovanje. S obzirom na to da su u proračunu osigurana sredstva za jednokratne novčane pomoći za svako novorođeno dijete, slobodno se može reći da kroz razne oblike pomoći Općina djecu "prati" od rođenja do studentskih dana. U ovoj je godini iz proračuna ukupno isplaćeno 127.000 kuna na ime jednokratne pomoći za novorođenčad i sklopljene brakove.

Nadalje, Općina sufinancira boravak djece u vrtiću, tako da roditelji ne plaćaju punu, ekonomsku cijenu vrtića, a vodeći brigu o demografskoj obnovi, otišli su i korak dalje. Prije tri godine donesena je odluka da se roditelje čijih dvoje i više djece istodobno pohađa vrtić u cijelosti oslobađa plaćanja vrtića. To pravo ove, 2020./2021. pedagoške godine koristi 21 obitelj.
