Unatrag nekoliko godina u Hrvatskoj se koristi nova metodologija identifikacije opasnih mjesta odnosno crnih točaka na prometnicama. Temelj za utvrđivanje lokacija koje se definiraju kao opasna mjesta koriste se određene metodologije. Treba istaknuti i da nije svako mjesto na kojem se dogodila teška prometna nesreća s teško ozlijeđenim ili poginulim osobama ujedno i opasno mjesto, javlja HAK revija. 

Hrvatske ceste su 2004. godine u suradnji s Institutom građevinarstva Hrvatske d.d. izradile Metodologiju pristupa sigurnosti prometa koja se od te godine pa sve do 2017. godine koristila za identifikaciju opasnih mjesta na državnim cestama.

Prema navedenoj metodologiji, opasnim mjestom smatralo se raskrižje ili odsječak ceste duljine do 300 m, odnosno opasna dionica duljine od 300 do 1000 m, uz uvjet da udovoljavaju sljedećim kriterijima i to: 12 ili više prometnih nesreća s ozlijeđenim osobama u protekle tri godine, i/ili 3 ili više istovrsne prometne nesreće s ozlijeđenim osobama u tri godine (ista grupa sudionika, isti pravac kretanja, iste konfliktne površine i dr.), i/ili 15 ili više prometnih nesreća u tri godine.

Budući da se ta metodologija bazirala isključivo na podacima o prometnim nesrećama i posljedicama, a ne i na prometnom opterećenju kao kriteriju zbog čega je izrađena nova Metodologija identifikacije opasnih mjesta koja je službena metodologija sanacije opasnih mjesta u Republici Hrvatskoj od 2017. godine.

Prema novoj Metodologiji Hrvatske ceste kontinuirano provode identifikaciju potencijalno opasnih mjesta za proteklo trogodišnje razdoblje na temelju dostupnih podataka o prometnim nesrećama i prometnog opterećenja. Za identifikaciju opasnih mjesta za 2021. godinu koriste se podaci iz 2018., 2019. i 2020. godine, a podaci o prometnim nesrećama i njihovim posljedicama dobiveni su od strane Ministarstva unutarnjih poslova.

Podaci o karakteristikama prometnog toka dobiveni iz rezultata brojenja prometa na mreži cesta objavljuju se u biltenu Hrvatskih cesta Brojenje prometa na cestama Republike Hrvatske. Iz Hrvatskih cesta ističu kako vrste prometnih nesreća ovise o značajkama i vrsti same lokacije odnosno dijela ceste (raskrižje, ravni cestovni potez, zavoj i sl.). Sukladno tome najčešće prometne nesreće koje su se događale na utvrđenim opasnim mjestima bile su slijetanje, bočni sudar, sudar iz suprotnih smjerova te vožnja u slijedu, zaključuje HAK revija.

Unatrag nekoliko godina u Hrvatskoj se koristi nova metodologija identifikacije opasnih mjesta odnosno crnih točaka na prometnicama. Temelj za utvrđivanje lokacija koje se definiraju kao opasna mjesta koriste se određene metodologije. Treba istaknuti i da nije svako mjesto na kojem se dogodila teška prometna nesreća s teško ozlijeđenim ili poginulim osobama ujedno i opasno mjesto, javlja HAK revija. 

Hrvatske ceste su 2004. godine u suradnji s Institutom građevinarstva Hrvatske d.d. izradile Metodologiju pristupa sigurnosti prometa koja se od te godine pa sve do 2017. godine koristila za identifikaciju opasnih mjesta na državnim cestama.

Prema navedenoj metodologiji, opasnim mjestom smatralo se raskrižje ili odsječak ceste duljine do 300 m, odnosno opasna dionica duljine od 300 do 1000 m, uz uvjet da udovoljavaju sljedećim kriterijima i to: 12 ili više prometnih nesreća s ozlijeđenim osobama u protekle tri godine, i/ili 3 ili više istovrsne prometne nesreće s ozlijeđenim osobama u tri godine (ista grupa sudionika, isti pravac kretanja, iste konfliktne površine i dr.), i/ili 15 ili više prometnih nesreća u tri godine.

Budući da se ta metodologija bazirala isključivo na podacima o prometnim nesrećama i posljedicama, a ne i na prometnom opterećenju kao kriteriju zbog čega je izrađena nova Metodologija identifikacije opasnih mjesta koja je službena metodologija sanacije opasnih mjesta u Republici Hrvatskoj od 2017. godine.

Prema novoj Metodologiji Hrvatske ceste kontinuirano provode identifikaciju potencijalno opasnih mjesta za proteklo trogodišnje razdoblje na temelju dostupnih podataka o prometnim nesrećama i prometnog opterećenja. Za identifikaciju opasnih mjesta za 2021. godinu koriste se podaci iz 2018., 2019. i 2020. godine, a podaci o prometnim nesrećama i njihovim posljedicama dobiveni su od strane Ministarstva unutarnjih poslova.

Podaci o karakteristikama prometnog toka dobiveni iz rezultata brojenja prometa na mreži cesta objavljuju se u biltenu Hrvatskih cesta Brojenje prometa na cestama Republike Hrvatske. Iz Hrvatskih cesta ističu kako vrste prometnih nesreća ovise o značajkama i vrsti same lokacije odnosno dijela ceste (raskrižje, ravni cestovni potez, zavoj i sl.). Sukladno tome najčešće prometne nesreće koje su se događale na utvrđenim opasnim mjestima bile su slijetanje, bočni sudar, sudar iz suprotnih smjerova te vožnja u slijedu, zaključuje HAK revija.
