Propćenje predsjednika ŽO SDP-a Zadarske županije prenosimo u cijelosti:

U iščekivanju smjene ministrice poljoprivrede Marije Vučković otkrivamo vam kako zbog nemara i nesposobnosti lokalne, ali i državne vlasti, mnogi OPG-ovci u Općini Gračac, kao i sama Općina ostaju bez milijuna kuna. U konačnici bez njih ostaje i država jer taj novac neće moći povući iz Europske omotnice za poljoprivredu.

Slijed događaja je sljedeći: Općina Gračac je 2018. godine donijela Program raspolaganja poljoprivrednim zemljištem prema kojem su trebali raspisati natječaj za zakup poljoprivrednog zemljišta u državnom vlasništvu. Da bi se program donio bilo je potrebno pribaviti suglasnost Ministarstva poljoprivrede. Naknadno je Ministarstvo očitovanjem tražilo Općinu Gračac dopisom (Klasa: 945-01/18-01/505) da donese odluku o poništenju Programa. Što je Općinsko vijeće učinilo nakon godinu i pol dana na sjednici 5.5.2020. godine. Dakle, Općina Gračac trenutno nema donešen taj Program.

Kakve to posljedice ima po poljoprivrednike u Gračacu? Ministarstvo je postavilo rok do 31.12.2021. godine da svi poljopriovrednici dostave ugovore o zakupu ili nagodbe APPRRR-u s državom kako bi mogli nastavit koristiti poljoprivredna zemljišta. Tko god to nije dostavio do kraja prethodne godine bio je brisan iz sustava ARKOD te će im time biti značajno smanjeni iznosi poticaja za ovu godinu.

Poljoprivrednici to nisu bili u mogućnosti jer nije donesen Program raspolaganja poljoprivrednim zemljištem te samim time nije mogao biti ni raspisan natječaj za zakup poljoprivrednog zemljišta. Time je učinjena velika šteta poljoprivrednicima, ali i Općini Gračac koja time ostaje bez velikog dijela prihoda jer je zakup poljoprivrednog zemljišta prihod općina. No time je zakinuta i država s obzirom da neće moći povući sva sredstva predviđena europskom omotnicom za poljoprivredu.

Šteta je prevelika i mnogi poljoprivrednici su bačeni na koljena, a niti Općina niti Ministarstvo ne radi apsolutno ništa kako bi se problem riješio.

Nadalje, pojedinci u Općini Gračac, i dalje pogoduju određenim pojedincima. Mnogi poljoprivrednici su podnijeli nadležnom Općinskom državnom odvjetništvu u Gospiću zahtjev za nagodbom za korištenje poljoprivrednog zemljišta. Općinsko državno odvjetništvo ne može donijeti izvansudsku nagodbu dok ne dobiju podatke iz Općine o popisu čestica, duljini korištenja poljoprivrednog zemljišta te stanje dugovanja za korištenje istih. Izvansudska nagodba pritom definira da poljoprivrednik i dalje može nastaviti koristiti zemljište do raspisivanja natječaja za zakup.

Međutim, Općina Gračac te podatke ne dostavlja Općinskom državnom odvjetništvu. Podaci su poslani tek za neke pojedince. Zašto se u Općini Gračac pogoduje određenim pojedincima, a ostale baca na koljena? Poglavito s obzirom da je zakup poljoprivrednog zemljišta bio predmet istraživanja USKOK-a u predmetu Josipe Rimac i Nataše Turbić.

Zanimljivo je da se u toj optužnici, koja čeka potvrđivanje na zagrebačkom županijskom sudu, navodi kako su se dogovarali poslovi oko zakupa zemljišta. Tako je Josipa Rimac 2.1.2020. godine jednom od suokrivljenika poslala poruku sljedećeg sadržaja: „Druže, znači pitaj je jeli ikome obećala koncesiju za poljoprivredno u vlasništvu RH, ako nije da imamo zainteresiranog za SVE, a ako ima problem sa raspisivanjem nek ti kaže što je problem“

Također, mnoge su fotografije izdvojene u istrazi s mobilnih uređaja. Fotografirani su bijeli papirći na kojima je rukom ispisano tko je u posjedu kojeg zemljišta i njihovi međusobni odnosi te je na jednom papiriću poslanom Josipi Rimac jasno naznačeno kako je Elvira Sterle Kalmetin igrač.

HDZ je očito odlučio sebe i svoje namiriti pod bilo koju cijenu. Pa čak i kad će to uzrokovati nesagledivu štetu za mnoge poljoprivrednike, općinu i državu. Nažalost, nitko više nije ni iznenađen.

Propćenje predsjednika ŽO SDP-a Zadarske županije prenosimo u cijelosti:

U iščekivanju smjene ministrice poljoprivrede Marije Vučković otkrivamo vam kako zbog nemara i nesposobnosti lokalne, ali i državne vlasti, mnogi OPG-ovci u Općini Gračac, kao i sama Općina ostaju bez milijuna kuna. U konačnici bez njih ostaje i država jer taj novac neće moći povući iz Europske omotnice za poljoprivredu.

Slijed događaja je sljedeći: Općina Gračac je 2018. godine donijela Program raspolaganja poljoprivrednim zemljištem prema kojem su trebali raspisati natječaj za zakup poljoprivrednog zemljišta u državnom vlasništvu. Da bi se program donio bilo je potrebno pribaviti suglasnost Ministarstva poljoprivrede. Naknadno je Ministarstvo očitovanjem tražilo Općinu Gračac dopisom (Klasa: 945-01/18-01/505) da donese odluku o poništenju Programa. Što je Općinsko vijeće učinilo nakon godinu i pol dana na sjednici 5.5.2020. godine. Dakle, Općina Gračac trenutno nema donešen taj Program.

Kakve to posljedice ima po poljoprivrednike u Gračacu? Ministarstvo je postavilo rok do 31.12.2021. godine da svi poljopriovrednici dostave ugovore o zakupu ili nagodbe APPRRR-u s državom kako bi mogli nastavit koristiti poljoprivredna zemljišta. Tko god to nije dostavio do kraja prethodne godine bio je brisan iz sustava ARKOD te će im time biti značajno smanjeni iznosi poticaja za ovu godinu.

Poljoprivrednici to nisu bili u mogućnosti jer nije donesen Program raspolaganja poljoprivrednim zemljištem te samim time nije mogao biti ni raspisan natječaj za zakup poljoprivrednog zemljišta. Time je učinjena velika šteta poljoprivrednicima, ali i Općini Gračac koja time ostaje bez velikog dijela prihoda jer je zakup poljoprivrednog zemljišta prihod općina. No time je zakinuta i država s obzirom da neće moći povući sva sredstva predviđena europskom omotnicom za poljoprivredu.

Šteta je prevelika i mnogi poljoprivrednici su bačeni na koljena, a niti Općina niti Ministarstvo ne radi apsolutno ništa kako bi se problem riješio.

Nadalje, pojedinci u Općini Gračac, i dalje pogoduju određenim pojedincima. Mnogi poljoprivrednici su podnijeli nadležnom Općinskom državnom odvjetništvu u Gospiću zahtjev za nagodbom za korištenje poljoprivrednog zemljišta. Općinsko državno odvjetništvo ne može donijeti izvansudsku nagodbu dok ne dobiju podatke iz Općine o popisu čestica, duljini korištenja poljoprivrednog zemljišta te stanje dugovanja za korištenje istih. Izvansudska nagodba pritom definira da poljoprivrednik i dalje može nastaviti koristiti zemljište do raspisivanja natječaja za zakup.

Međutim, Općina Gračac te podatke ne dostavlja Općinskom državnom odvjetništvu. Podaci su poslani tek za neke pojedince. Zašto se u Općini Gračac pogoduje određenim pojedincima, a ostale baca na koljena? Poglavito s obzirom da je zakup poljoprivrednog zemljišta bio predmet istraživanja USKOK-a u predmetu Josipe Rimac i Nataše Turbić.

Zanimljivo je da se u toj optužnici, koja čeka potvrđivanje na zagrebačkom županijskom sudu, navodi kako su se dogovarali poslovi oko zakupa zemljišta. Tako je Josipa Rimac 2.1.2020. godine jednom od suokrivljenika poslala poruku sljedećeg sadržaja: „Druže, znači pitaj je jeli ikome obećala koncesiju za poljoprivredno u vlasništvu RH, ako nije da imamo zainteresiranog za SVE, a ako ima problem sa raspisivanjem nek ti kaže što je problem“

Također, mnoge su fotografije izdvojene u istrazi s mobilnih uređaja. Fotografirani su bijeli papirći na kojima je rukom ispisano tko je u posjedu kojeg zemljišta i njihovi međusobni odnosi te je na jednom papiriću poslanom Josipi Rimac jasno naznačeno kako je Elvira Sterle Kalmetin igrač.

HDZ je očito odlučio sebe i svoje namiriti pod bilo koju cijenu. Pa čak i kad će to uzrokovati nesagledivu štetu za mnoge poljoprivrednike, općinu i državu. Nažalost, nitko više nije ni iznenađen.

Kako se u Gračacu ‘trguje‘ državnim zemljištem: zašto je na jednom papiriću poslanom Josipi Rimac jasno naznačeno kako je Elvira Sterle Kalmetin igrač?

Propćenje predsjednika ŽO SDP-a Zadarske županije prenosimo u cijelosti:

U iščekivanju smjene ministrice poljoprivrede Marije Vučković otkrivamo vam kako zbog nemara i nesposobnosti lokalne, ali i državne vlasti, mnogi OPG-ovci u Općini Gračac, kao i sama Općina ostaju bez milijuna kuna. U konačnici bez njih ostaje i država jer taj novac neće moći povući iz Europske omotnice za poljoprivredu.

Slijed događaja je sljedeći: Općina Gračac je 2018. godine donijela Program raspolaganja poljoprivrednim zemljištem prema kojem su trebali raspisati natječaj za zakup poljoprivrednog zemljišta u državnom vlasništvu.
