Jednoglasnom odlukom Nadzornog odbora, zadarska komunalna tvrtka Čistoća dobila je novu sistematizaciju radnih mjesta. O njenim ciljevima, dometima i financijskim posljedicama po poduzeće, razgovarali smo s direktorom Johnom Ivanom Krstičevićem.

Što je, gospodine Krstičević, bio cilj ove sistematizacije, što se željelo postići? I tko je radio sistematizaciju, je li Čistoća oko toga imala kakvih troškova?

- Nova sistematizacija ima višestruku funkciju. Želi se operativno smanjiti broj sektora u Društvu, te poboljšati materijalni uvjeti djelatnika. Uprava Čistoće sama je radila na sistematizaciji. Da smo napravili solidan posao, pokazuje i jednoglasna suglasnost Sindikata te Nadzornog odbora.

Koliko je zaposlenika u poduzeću i je li sistematizacija smanjila broj radnih mjesta? I kakav je omjer zaposlenih u „administraciji”, a koliko „na ulici”. I što će se događati s njihovim plaćama?

- Posljednjih godina bilježimo veliku fluktuaciju radne snage. S postojećim uvjetima sve teže pronalazimo nove djelatnike. Uz sadašnje plaće, ali i sva ostala davanja kroz topli obrok, putne troškove, prigodne nagrade, ulaganje u opremu, teško je bez povećanja koeficijenata konkurirati na tržištu rada. Moramo se prisjetiti kako su plaće u srpnju prošle godine povećane za 10 posto. Ovom sistematizacijom će se povećati za dodatnih šest posto i to uglavnom terenskim radnicima. Vjerujem da će ovo rješenje donijeti stabilnost u obavljanju našeg posla i pružanju svakodnevnih usluga građanima.

Kad pričamo o Čistoći Zadar moramo naglasiti da se radi o najvećoj komunalnoj tvrtki u Hrvatskoj po površini i području koje se pokriva obavljajući javnu uslugu. Da bi se sve zajedno obavilo što bolje i kvalitetnije, trenutno brine 395 djelatnika od čega 17 posto otpada na rukovodeće i administrativne poslove.

Koliko rukovoditelja, direktora i njihovih zamjenika je dosada bilo u Čistoći i na koja radna mjesta će biti raspoređeni dosadašnji „direktori” ili „zamjenici direktora”?

- Do sada je Čistoća imala uz direktora društva i dva pomoćnika direktora društva, šest direktora sektora te devet pomoćnika direktora sektora. Po novoj sistematizaciji uz direktora društva bit će još tri direktora sektora, a svi drugi su preraspoređeni na pozicije rukovoditelja odnosno pomoćnika rukovoditelja. Također su ukinuta radna mjesta glasnogovornika, voditelja ključnih projekata kao i dvije pozicije voditelja odjela

Koliko će nakon sistematizacije porasti plaće zaposlenika, koliko je to na godišnjoj razini i odakle će biti namaknuta sredstva za povećanje plaća?

- Porast koeficijenta odnosi se na dvije trećine djelatnika. Radi se prvenstveno o terenskim djelatnicima kojima će rasti koeficijent u prosjeku za šest posto. Povećanje troškova za plaću iznosi oko 160.000 € na razini godine, što će Društvo osigurati iz dodatne racionalizacije poslovanja.

Na kakve probleme poduzeće nailazi s osiguranjem potrebnih profila radne snage?

- Problemi su raznoliki, a svima njima zajednički nazivnik su nestabilnost i velike oscilacije. Često se događa da samo nakon nekoliko mjeseci što primimo djelatnika, oni napuštaju tvrtku jer su u međuvremenu dobili puno bolje plaćen posao.

Umjesto šest, ubuduće će Čistoća imati tri sektora – hoće li nakon sanacije odlagališta kod Dikla i taj sektor biti „ugašen”?

- U novoj sistematizaciji uz Ured direktora imamo i tri sektora: Sektor zajedničkih poslova, Sektor tehničkih poslova te Sektor upravljanja odlagalištem. Sektor upravljanja odlagalištem vodi brigu i upravlja s četiri reciklažna dvorišta (Diklo, Gaženica, Novigrad i Sv. Filip i Jakov), kao i brigu o mobilnim reciklažnim dvorištima. Nadalje, na taj sektor se odnose poslovi vezani uz malu ručnu sortirnicu te poslovi vezani uz selekciju i zbrinjavanje otpada.

Još uvijek ne znamo koliko će nam točno trebati djelatnika na monitoringu kad krene sanacija odlagališta. Naravno da očekujem da i Eko d.o.o. preuzme dio djelatnika kad krene u rad CGO Biljane Donje. Svakako nam nije u planu ugasiti sektor, već kad se stvore sve navedene pretpostavke, samo mu dati novu formu i naziv.

Ima li Čistoća kadrovsko rješenje za voditelja EU odjela ili će on doći izvana?

- Sve promjene koje su nastale novom sistematizacijom, koje su rezultirale formiranjem novih odjela ili službi (pisarnica, odjel EU fondova, odjel skladišta), bit će kadrovski pokrivene popunjavanjem iz trenutnog raspoloživog kadra.

Jednoglasnom odlukom Nadzornog odbora, zadarska komunalna tvrtka Čistoća dobila je novu sistematizaciju radnih mjesta. O njenim ciljevima, dometima i financijskim posljedicama po poduzeće, razgovarali smo s direktorom Johnom Ivanom Krstičevićem.

Što je, gospodine Krstičević, bio cilj ove sistematizacije, što se željelo postići? I tko je radio sistematizaciju, je li Čistoća oko toga imala kakvih troškova?

- Nova sistematizacija ima višestruku funkciju. Želi se operativno smanjiti broj sektora u Društvu, te poboljšati materijalni uvjeti djelatnika. Uprava Čistoće sama je radila na sistematizaciji. Da smo napravili solidan posao, pokazuje i jednoglasna suglasnost Sindikata te Nadzornog odbora.

Koliko je zaposlenika u poduzeću i je li sistematizacija smanjila broj radnih mjesta? I kakav je omjer zaposlenih u „administraciji”, a koliko „na ulici”. I što će se događati s njihovim plaćama?

- Posljednjih godina bilježimo veliku fluktuaciju radne snage. S postojećim uvjetima sve teže pronalazimo nove djelatnike. Uz sadašnje plaće, ali i sva ostala davanja kroz topli obrok, putne troškove, prigodne nagrade, ulaganje u opremu, teško je bez povećanja koeficijenata konkurirati na tržištu rada. Moramo se prisjetiti kako su plaće u srpnju prošle godine povećane za 10 posto. Ovom sistematizacijom će se povećati za dodatnih šest posto i to uglavnom terenskim radnicima. Vjerujem da će ovo rješenje donijeti stabilnost u obavljanju našeg posla i pružanju svakodnevnih usluga građanima.

Kad pričamo o Čistoći Zadar moramo naglasiti da se radi o najvećoj komunalnoj tvrtki u Hrvatskoj po površini i području koje se pokriva obavljajući javnu uslugu. Da bi se sve zajedno obavilo što bolje i kvalitetnije, trenutno brine 395 djelatnika od čega 17 posto otpada na rukovodeće i administrativne poslove.

Koliko rukovoditelja, direktora i njihovih zamjenika je dosada bilo u Čistoći i na koja radna mjesta će biti raspoređeni dosadašnji „direktori” ili „zamjenici direktora”?

- Do sada je Čistoća imala uz direktora društva i dva pomoćnika direktora društva, šest direktora sektora te devet pomoćnika direktora sektora. Po novoj sistematizaciji uz direktora društva bit će još tri direktora sektora, a svi drugi su preraspoređeni na pozicije rukovoditelja odnosno pomoćnika rukovoditelja. Također su ukinuta radna mjesta glasnogovornika, voditelja ključnih projekata kao i dvije pozicije voditelja odjela

Koliko će nakon sistematizacije porasti plaće zaposlenika, koliko je to na godišnjoj razini i odakle će biti namaknuta sredstva za povećanje plaća?

- Porast koeficijenta odnosi se na dvije trećine djelatnika. Radi se prvenstveno o terenskim djelatnicima kojima će rasti koeficijent u prosjeku za šest posto. Povećanje troškova za plaću iznosi oko 160.000 € na razini godine, što će Društvo osigurati iz dodatne racionalizacije poslovanja.

Na kakve probleme poduzeće nailazi s osiguranjem potrebnih profila radne snage?

- Problemi su raznoliki, a svima njima zajednički nazivnik su nestabilnost i velike oscilacije. Često se događa da samo nakon nekoliko mjeseci što primimo djelatnika, oni napuštaju tvrtku jer su u međuvremenu dobili puno bolje plaćen posao.

Umjesto šest, ubuduće će Čistoća imati tri sektora – hoće li nakon sanacije odlagališta kod Dikla i taj sektor biti „ugašen”?

- U novoj sistematizaciji uz Ured direktora imamo i tri sektora: Sektor zajedničkih poslova, Sektor tehničkih poslova te Sektor upravljanja odlagalištem. Sektor upravljanja odlagalištem vodi brigu i upravlja s četiri reciklažna dvorišta (Diklo, Gaženica, Novigrad i Sv. Filip i Jakov), kao i brigu o mobilnim reciklažnim dvorištima. Nadalje, na taj sektor se odnose poslovi vezani uz malu ručnu sortirnicu te poslovi vezani uz selekciju i zbrinjavanje otpada.

Još uvijek ne znamo koliko će nam točno trebati djelatnika na monitoringu kad krene sanacija odlagališta. Naravno da očekujem da i Eko d.o.o. preuzme dio djelatnika kad krene u rad CGO Biljane Donje. Svakako nam nije u planu ugasiti sektor, već kad se stvore sve navedene pretpostavke, samo mu dati novu formu i naziv.

Ima li Čistoća kadrovsko rješenje za voditelja EU odjela ili će on doći izvana?

- Sve promjene koje su nastale novom sistematizacijom, koje su rezultirale formiranjem novih odjela ili službi (pisarnica, odjel EU fondova, odjel skladišta), bit će kadrovski pokrivene popunjavanjem iz trenutnog raspoloživog kadra.
